Penhellis Community care was established in 1993 in order to provide long and/or short term domiciliary care to people in their own homes, giving them access to comprehensive care services provided in a professional and caring manner as a real alternative to residential or hospital care.
The company was subsequently accredited by Cornwall County Council and incorporated in 1995.

Following the implementation of the Care standards Act 2000, Penhellis Community Care Ltd was registered with National Care standards Commission in March 2004.

The Commission for Social Care Inspection was formed in April 2004 and is the single, independent inspectorate for all social care services in England and incorporates the work formerly done by:
The Social Services Inspectorate (SSI)
SSI/Audit Commission Joint Review Team
The National Care Standards Commission (NCSC).
The commission's primary function is to promote improvements in social care and brings together the inspection, regulation and review of all social care services into one organisation and allows for a more rational and integrated system.
